I have the honour to enclose a translation of an extract from the "Chung Kwok Yat Po" of the 28th.ultimo and to inform you that on referring to the Hongkong Opium Farmer I learned with regret that no improvement had taken place as regards the smuggling of prepared opium from China into this Colony.
2. I attach a statement of the seizures between August 1st and September 7th. of prepared and dross opium on vessels entering the waters of this Colony and the re- sulting Police Court Cases.

I shall be glad if you will place these facts before His Excellency the Governor General and urge His Excellency to take fresh measures to prevent the illicit traffic.
